Web16.3.7 has been working well for us so far on the 3850 and 3650. Everything before that has a very disruptive bug which is a memory leak triggered by modification of the VLAN database and an ARP packet happening at the same time. Cisco should have pulled all releases earlier than 16.3.7 by now to be honest.
